Arts and Culture as Economic Development Program (ACE) General Opperating Support Matching Grant Cuyahoga Arts & Culture GOS grants are designed to invest public funds in arts or cultural organizations whose primary missions are to create, produce, present or provide services to the public. GOS grants are for organizations that have a history of strong artistic and cultural quality, professional management and financial stability and long range planning. GOS grants are specifically for administration and operations. Applicants must be 501(c)(3) organizations with a Certificate of Good Standing from the Ohio Secretary of State, who are working on a new arts and culture program or activity in Cuyahoga County that goes beyond the organization's normal programming. Applicant organization must have been in existence for at least three years or be a successor to an arts or cultural organization which had been in existence for at least five years. Applicant organization must employ at least one paid, professional, artistic and/or administrative staff member, working a minimum of 20 hours per week (part-time).
Brownfield Redevelopment Fund (BRF) Commercial & Industrial Redevelopment Program Loan All project funding support requires recommendation of the Cuyahoga County Community Improvement
Corporation/Loan Committee and final approval by the Cuyahoga County Board of Commissioners.
Designed to overcome environmental barriers to regain full use of underutilized commercial/industrial properties. Job creation and/or retention in the "first-ring" suburban communities is an expected outcome of cleanup and redevelopment of polluted sites. Eligible applicants include Cuyahoga County municipal corporations, non-profit community development corporations, and privatie developers/businesses. For sites with prior commercial, industrial, or institutional usage, the applicant must have at least a completed VAP Phase I environmental assessment that identifies the environmental problem. Locations with housing or no prior development and former municipal solid waste facilities do not qualify. A $150 application fee is due.

Designed to prevent the creation of brownfields by assisting land-locked companies expand rather than relocate. Private businesses expanding operations to an adjacent parcel that is an abandoned, idled or underutilized commercial, industrial, or institutional property are eligible to apply, however, in all cases, the applicant must be the borrower and must own the property. The applicant must
have a completed VAP Phase I Environmental Site Assessment
and recommended VAP Phase II Environmental Site Assessment,
etc.) that identify the environmental problem, and a remediation
plan. Projects with tax-exempt end uses are not eligible. The borrower must agree to own and operate the project in the community for at least five (5) years after the completion of the cleanup. Parties responsible or potentially responsible for the environmental contamination at the site are not eligible for assistance. Borrowers must obtain a “No Further Action Letter” for the project site from a Certified Professional pursuant to Section 3746.11 of the Ohio Revised Code and the rules promulgated thereunder.

The Cuyahoga County Private Redevelopment Program provides incentives for private developers, businesses and non-profit community development corporations to redevelop vacant or underutilized buildings with prior commercial, industrial or institutional* usage. Loans (maximum $800,000) require a first lien or standby irrevocable letter of credit for collateral.  Up to 45% of the loan may be forgiven.  Projects with environmental contaminants other than asbestos and lead paint are not eligible for Private Redevelopment Program funding. Also, the Private Redevelopment Program will not support big box, retail mall redevelopment, lifestyle centers or other large-scale retail projects.

Building must be at least twenty (20) years old

Building may be more recently vacant if the loss to the community was a hundred (100) jobs or more

Cuyahoga Innovation Zones Pilot Program   The purpose of Cuyahoga Innovation Zones (CIZ) is to accelerate the rate of innovation in the economy of Cuyahoga County and Northeast Ohio. Cuyahoga County possesses a large number of innovation “anchors” - colleges, universities, research facilities and leading industrial organizations - around which innovation zones can be built. The initiative is designed to “leverage” the economic development capacity of the region’s institutional and industrial strengths and tie them together through a strategic place-based economic development plan.
A minimum of two anchor partners are required to establish an innovation zone. The anchor partnership must consist of at least one nonprofit economic development organization and one or more organizations (colleges or universities, a leading research and development organization, or private industry will qualify) with unique capacity to assess and understand the underlying market focus of the zone.
Economic Development Loan Fund Loan   Provides businesses with financial assistance to support the retention and creation of jobs for County residents. The fund provides long term, fixed-rate financing at interest rates lower than conventional financing. Applicants must be for-profit commercial, industrial or service businesses that are registered to do business in Ohio. Businesses must provide a minimum of ten percent equity, and owner must provide a personal guarantee for the loan amount. A majority of the jobs created must be made available to low and moderate income persons and the business must execute Workforce Cooperation Agreement with the County, as well as demonstrating the ability to repay the loan. $150 nonrefundable application fee, plus a loan fee equal to .5% of County loan amount. For-profit commercial, industrial or service businesses that expand or move to the County qualify for consideration, if registered to do business in Ohio. A majority or fifty-one percent (51.00%) of the jobs created must be made available to low and moderate income persons as defined by the federal government.
Enterprise Zone Tax Incentives Tax exemptions The local government in which the business is located. The State of Ohio allows communities to provide tax abatement on real property and tangible personal property in designated areas, called Enterprise Zones. Stark County has seven Enterprise Zones that cover 80 square miles. Businesses locating or expanding within these designated zones may qualify for substantial state and local tax breaks. Businesses must apply directly to the municipality which is the site of the new investment. A business enterprise within a Cuyahoga County Enterprise Zone (there are currently 26 of them). Must negotiate and execute a Workforce Cooperation Agreement with the County, which designates the county as the first source of referral for mutually agreed entry-level positions at the company.
Grow Cuyahoga County Fund     Designed to assist eligible small businesses within Cuyahoga County obtain the financing required to grow their businesses. In order to qualify for these loans, a business must be for-profit and meet the size and eligibility criteria of the US Small Business Administration (SBA). Grow Cuyahoga County will look to finance healthy, successful small businesses that need expansion capital. Loans made under this program will be underwritten by the Grow America Fund and guaranteed by the SBA under GAF’s Small Business Lending Company License. Therefore, each loan must comply with SBA guidelines and procedures.
Manufacturing Assistance, Development, and Expansion Program Loan   Provides manufacturing businesses with financial assistance to support the retention and creation of jobs for County residents. The fund provides long term, fixed-rate financing at interest rates lower than conventional financing. For-profit manufacturing or industrial businesses that expand in or move to the County qualify for consideration, if registered to do business in Ohio. Businesses are required to create one new, full time, permanent job for every $35,000 loaned within three years of loan closing. They must provide a minimum of ten percent (10.00%) equity. The owner or majority stockholder must provide a personal guarantee for the loan amount. A majority or fifty-one percent (51.00%) of the jobs created must be made available to low and moderate income persons as defined by the federal government. Loans can be used to finance the acquisition of land, buildings, machinery and equipment, as well as for new construction, renovation, expansion, and/or conversion of facilities. Loans cannot be used to refinance debt, purchase inventory, pay other non-capitol costs or on speculative projects.
East Cleveland Economic Development Initiative Forgiveable Loan   A joint partnership designed to provide greater access to capital for businesses in East Cleveland. The Initiative combines local public resources with the U.S. Small Business Administration (SBA) loan programs to assist with small business startups, expansions, and relocations. Forgiveable loans supplement SBA financing. At least a 10% equity contribution by business is required.
New Product Development and Entrepreneurship Program Loan Developed by the Cuyahoga County Commissioners and administered by MAGNET Created to help companies and individuals develop new ideas into prototypes. Administered in partnership with CAMP, Inc, a non-profit, professional organization that delivers expert, hands-on, engineering, business and training services to manufacturers and other technology based organizations. Entrepreneurs and companies under $50 million are eligible to apply for the NPDEP. In order for an “idea” to qualify for funding, it must be an innovative concept for generating a manufacturable product that either has, or most likely will, qualify for a patent from the U.S. Patent and Trademark Office. Recipients of the loan must commit to manufacture any product developed through the program in Cuyahoga County for a period of at least seven (7) years. The loan funds are awarded to recipients with no payments or interest due for the first three years. The loan is repayable in installments of principal and interest over the seven remaining years of the loan.

Cleveland/Cuyahoga County Port Authority Fixed-Rate Financing Financing County Port Authority The Fixed-Rate Financing Program makes it possible for smaller businesses to access the U.S. capital market and borrow money at investment grade rates. The program also benefits many larger businesses that find an investment grade rating costly and difficult to maintain.

Cleveland/Cuyahoga County Port Authority Off-Balance Sheet Financing & Leasing Program Financing of Lease County Port Authority This financing vehicle allows the port authority to own the facility and lease it to the company. Ideal for companies and nonprofit organizations that want to obtain a new facility but do not want the asset to appear on their balance sheet. Lower costs for materials used in the construction of a building.
Cleveland/Cuyahoga County Port Authority Infrastructure Financing Program   County Port Authority Makes it possible for developers, cities and other regional organizations to finance public infrastructure projects, such as streets, roads, underground utilities, sidewalks, street lights, landscaping and public parking garages.
This type of financing is particularly attractive for mixed-use developments and can be financed using tax increment or special assessment as the revenue stream to pay for the public improvements. No equity necessary; lower cost on project materials.
Cleveland/Cuyahoga County Port Authority Foreign Trade Zone Program Incentives County Port Authority Encourages businesses to locate in the United States by removing various disincentives commonly encountered. Port authorities may finance public infrastructure for private developers in mixed-use developments. For these projects, the revenue stream for the debt service is generally provided by tax increment, special assessment or a combination of both, levied with the approval of the city and county within which the development is constructed. Under the program, companies may reduce, defer or eliminate Customs duties on imported parts, materials, or components entered into the Zone. Benefits: Deferral of Duties; Reduction of Duties (if the rate on the items admitted to the zone is higher than the rate applied to the finished product, the company can choose to pay the lower duty rate); Elimination of Duties (none paid on merchandise exported from an FTZ); Elimination of Drawback; Labor, Overhead, and Profit; Taxes (property imported from outhised the US and held in a FTZ is not subject to State and local taxes); US Quota restrictions do not apply to merchandise admitted to zones
Community Reinvestment Areas Tax Exemptions on Real Property Tax Local Community For the purpose of offering real property tax exemptions to existing businesses wishing to expand and for new businesses moving into the CRA Business must locate within one of the Community Reinvestment Areas. For post-1994 CRA's, the business must wait for approval before they can start building.
