Program Name Type Administrator Program Description Basic Requirements
Community Reinvestment Areas   Local Communities For the purpose of offering real property tax exemptions to existing businesses wishing to expand and for new businesses moving into the CRA Business must locate within one of the Community Reinvestment Areas. For post-1994 CRA's, the business must wait for approval before they can start building.
Foreign Trade Zone   Summit County Port Authority Foreign and domestic merchandise may enter the zone without a formal customs entry or the payment of customs duties and be exempt from federal and state use/excise and personal property taxes. There are two types of zones—general purpose and sub-zone. A general purpose zone includes multiple activities by multiple users, like an industrial park. A sub-zone is a one user plant or facility. Any qualified business in Mogadore, Akron, Stow, Hudson, or Macedonia can take advantage of the benefits of the FTZ.
Joint Economic Development District   The local communities engaged in the district Attempts to prevent annexation of land by allowing neighboring communities to share resources and services. Example: Geneva shares sewers with nearby township and levies a JEDD tax on both communities. Akron is linked with Bath, Copley, and probably Coventry and Tallmadge
City of Stow Income Tax Sharing Program   City of Stow Department of Development In June of 2007, the City of Stow amended its Income Tax Sharing Program, established in October of 2005, which would provide a monetary grant to
Any business that occupies an existing industrial/office building in the City of Stow (where such occupancy results in the business meeting certain annual payroll criteria).
Enterprize Zone Tax Incentives Tax Abatement Tax Incentive Review Council Enterprise Zone offers a pre-construction negotiated abatement of real estate taxes for an existing or recruited company that is creating or retaining jobs. This incentive is only available relative to the taxes on the improved value of sites. Designed to encourage investment and job creation within the boundaries of the Enterprise Zone. Each contract negotiated, shall be designed to spur capital investment while creating or retaining jobs. The City will evaluate each project on an individual basis to determine the appropriate incentive level. The project must meet one of the four following definitions:
1. Establish - The creation of a facility which is determined to entail significant investment in real and/or personal property other than inventory at a location where the business had not previously operated.
2. Expand - To add land, buildings, machinery, equipment, or other materials except inventory to a facility that equal at least 10% of market value of the facility before such expenditures.
3. Renovate To make expenditures to alter or repair a facility that equal at least 50% of the market value of the facility prior to such expenditures.
4. Occupy To make expenditures to alter or repair a vacant facility equal to at least 20% of the market value of the facility prior to such expenditures.
Summit Business Partnership Provision of Services for developing businesses Partnership between Summit County Economic Development and its community partners Business Outreach Specialists visit businesses based in Summit County and help determine if the company is in need of any services to augment success. The Partnership maintains a full list of service providers – ranging from utilities to financial institutions to business consultants – to help local businesses prosper. Any business with a facility in Summit County is qualified for possible fee reductions for services given by SBP Providers
Technology Training Grant with the University of Akron.   Department of Workforce Development and Continuing Education Qualifying companies can leverage $10,000 to help train employees for new technologies. Based on the size of the grant, there is a job retention requirement To qualify, a business must:
1) Have a facility in Summit County with a commitment to train existing employees in new technologies that increase employee skills and productivity.
2) Be willing to develop a customized training program through the University of Akron.
3) Be willing to commit to grow and expand in Summit County for an extended period of time, thus increasing the tax base of Summit County and enhancing the
competitive skills of Summit County's workforce.
4) Apply and qualify for the State of Ohio Job Creation Tax Credit
